PONY EXPRESS HORSE SHOW CIRCUIT
RULES AND REGULATIONS

The annual fee for a member
organization shall be $60.00 for each show.
These fees are payable, and a completed
Show Information form submitted, by the show
date confirmation meeting, as determined by
the Board of Directors, of the current year.

All Directors/Show
managers MUST be members of PEHSC.
Membership for one director/show manager
is included in the $60 annual show
membership fee.

New shows may not be
accepted as member shows for that year,
unless accepted as member shows at least
90 days before their show date.

Annual membership fee
must be paid with an organization or
club check. All fees are non-refundable.

The Pony Express Horse Show
Circuit reserves the right to disqualify any
exhibitor from any and/or all of the member
shows for the following reasons:
-
Cruelty to or the abuse
of an equidae by any person at a member
show is forbidden, constitutes a
violation, and renders the offender
subject to penalty. Anyone witnessing
“Cruelty” MUST inform the Show
Committee. The Show Committee must bar
violators from further participation for
the remainder of the show. It shall be
the duty of the show officials and any
properly constituted humane organization
to report to the association any person
who indulges in this practice for such
further action as may be deemed
appropriate. For further explanation of
cruelty see USEF rule book, Rule III,
Article 302. The Pony Express Horse Show
Circuit fully abides with this rule.

Refusing to accept an
award.
-
Owner, exhibitor, or his
employee, whose conduct is unbecoming to
a lady or gentleman.
-
Further, we reserve the
right to prohibit any person from
showing or attending any horse shown in
the ring, and remove any groom or horse
from the grounds without being liable
for compensation.
-
Any act of discourtesy or
disobedience to a judge, or to an
official of this Association, or of a
Member Show, by any owner, exhibitor,
his agent, employee, rider, driver,
stable manager, or groom, by husband or
wife or other close relative of such
competitor, or exhibitor, shall be
deemed to constitute conduct prejudicial
to the best interest of this
Association. Upon request to the Pony
Express Horse Show Circuit Board of
Directors by the Secretary or any member
of a Horse Show committee, the Pony
Express Horse Show Circuit Board of
Directors shall have the power to bar
from showing at any Member Show, any or
all horse(s) from the stable concerned,
for such period of time as they
determine the offense warrants. All
Member Shows will be immediately
notified of any such action taken by the
Pony Express Horse Show Circuit Board of
Directors.

Failing to display an
entrant number of which the judge may
readily see.
-
Conversation with the
judge by an exhibitor prior to the
completion of the show should be
discouraged.
-
Any horse or rider placed
on a USDA, AQHA, USEF, or any HIO
suspension/violation list will lose all
year end points in P.E.H.S.C.
-
Any violations of the Pony
Express Rules may void Points for Pony
Express at the discretion of the Pony
Express Executive Board.
-
Protests. A protest must be
in writing and addressed to the Chairman of
the Show, and accompanied by a deposit of
$50.00. It must be postmarked and addressed
to the Show Chairman within 96 hours of the
conclusion of the show. The deposit will be
forfeited if the protest is not sustained.
In case the protest is sustained, the entry
standing next in award will be moved up. All
protest fees shall be made payable to the
Pony Express Horse Show Circuit, who will
then bear all expenses pertaining to the
protest up to the amount of protest fee.
Expenses over and above this amount shall be
borne equally by the Member Show and the
Pony Express Horse Show Circuit. All
protests must be immediately referred to the
Rules Committee of the Circuit by the Show
Chairman. Pony Express should keep the
person initiating the protest and the Show
Chairman informed of progress in resolving
the protest and it should be resolved in an
expeditious manner.

All entries shall be made by
the exhibitor, owner, or his authorized
agent, and no animal will be admitted for
exhibit unless the entry blank be duly
signed by the exhibitor or authorized agent.
Proof of current health statement and/or
Negative Coggins test as required by state
law must be submitted at time of entry.
Juvenile entries are to be signed by parent
or guardian, or authorized agent.

A copy of the registration
papers showing proof of ownership must be
available upon request for all divisions
requiring registration papers. Registration
numbers must be recorded on entry forms and
class sheets.

A Member Show reserves the
right to postpone the show for any cause if
found advisable, or to cancel any class not
properly filled. A work off may be required
if any class has excessive entries, but must
be tied as one class.

Rain date reschedules shall
conform with Rule 20 and the reschedule date
be confirmed by the Secretary of the Pony
Express Horse Show Circuit.

A Member Show reserves the
right:
-
Show management may allow
a period of not more than two minutes
during which horses are permitted to
enter the ring. At the expiration of the
period, the entry gate must be closed.
-
To measure any and all
horses for any class. Pony should be

specified by this program.

All Member Shows are required
to send a sample show bill/premium list a
minimum of 30 days before their show date to
the Pony Express Point Recorder. If the show
bill is printed in the current P.E.H.S.C.
show book this requirement is fulfilled.
Advertisements in the PEHSC show book
without showbills do NOT meet this
requirement. In order for a class to be a
Point Class in the Pony Express Horse Show
Circuit, it must be listed on the Show Bill
the same as the P.E.H.S.C. Approved Point
Classes. Class additions made after the
initial approval by the Point Recorder must
be resubmitted to the Point Recorder 30 days
prior to show date for points to count. The
newly approved show bill/premium list must
then be mailed to and received by the PEHSC
membership two weeks prior to the show dates
and it shall be that show bill/premium list
that is recognized for point tabulation.
Classes added or changed on the show premium
after this will NOT be a Point Class.

Each show must have at least
50% of its classes as point classes, or at
least 20 classes in the show must be point
classes, whichever applies to an individual
show. In the case where several classes
meet the requirement for one approved class
(such as a breed halter class split by
mares, geldings and stallions) those classes
cumulatively will count as one approved
class in order to meet the criteria.

All Member Shows must have a
copy of the points in the hands of the Pony
Express Horse Show Point Recorder within 10
working days after their show. The points
must be accompanied by their show bill.
There will be a $25.00 fine if the results
are not received within 10 working days.
Arrangements can be made with the Point
Recorder to download the results from a
website or file, however a fee for printing
will be charged to the member show.

All classes offered shall
list AT LEAST FIVE places. Judge should
list two reserves. However, since PEHSC
points are given through 10th
place, it is recommended that the class be
placed through 10th place to
allow competitors to acquire the correct
points. If awards are given out they must
be new.

All member shows must provide
a farrier. It is suggested that a
veterinarian be on call at all member shows.
It is strongly suggested that a qualified
medical personnel (i.e. EMT/paramedic,
doctor, nurse, and/or certified athletic
trainer) be present during all scheduled
performances.
-
An exhibitor is entitled to
request suspension of judging in order to
repair broken equipment, replace a shoe, or
rectify a similar condition for a period
stipulated by current USEF or breed
association rules, whichever apply.
-
A horse or pony may not
compete as a horse in one class and a pony
in another class at the same show. Pony is
14.2 hands and under and a horse is over
14.2 hands.
-
No Stallion may be shown in
the Junior Exhibitor classes or Beginning
Rider classes.
-
No horse may be shown in
Amateur Owned, Trained, and Shown Classes
which has been ridden, or trained by a
professional within the time period
specified by breed association rules
-
Each Pony Express Circuit
horse show must be conducted in accordance
with Horse rule S-2543, Horse Protection Act
of 1970, signed into law by the President of
the United States.
-
The same type Member Shows
(type defined as 80% of classes in the show)
may be held on the same date if the show
sites are at least 50 miles apart. From year
to year member organizations will have first
priority for their regular weekend or days
in the coming year provided dates are
confirmed by the roll call at the regular
Pony Express show date confirmation meeting.
If confirmation is done prior to the show
date meeting it shall be by written
notification to the Pony Express President
and Secretary. The member organization
relinquishes claim to those dates for the
coming year by failure to use chosen show
dates without due cause as accepted by the
Pony Express Board of Directors. Written
notification of cancellation shall be sent
to the Pony Express President and Secretary.

The ringmaster should stay at
least 10 feet from the judge – not talking
except for instructions. The ringmaster must
be competent and experienced, and
knowledgeable of Circuit rules and class
specifications. The ringmaster shall assist
the judge by giving instructions to
exhibitors directly and via the announcer
and will maintain order and safety within
the arena. The ringmaster shall not judge or
in any way influence any judging situation.
The judge must mark and sign this class
cares.

Any person cannot Judge more
than two (2) Pony Express Circuit Horse
Shows per season.
-
Any Person cannot DQP more
than two (2) Pony Express circuit Horse
Shows per season.
-
Point System and Year End
Awards
-
Nominations must be made
on the PEHSC nomination form and must be
complete. Nominations not made at the
spring kick off meeting MUST BE MAILED
to the Point Recorder and must be
POSTMARKED BEFORE the date of the first
show for which points will count.
Appropriate fees must also be included.
Copies of registration papers and
amateur cards should accompany
nomination forms. All nominators MUST
be members of PEHSC . If not already a
member, a signed membership application
with dues should accompany the
nomination form. Nominations will NOT
be accepted at member shows. All forms
and fees should be sent to the Point
Recorder.

Nominator must indicate
the division and class within said
division as listed on the Approved Class
List for which the nomination is being
made. Each exhibitor will pay a
nomination fee as set by the Board of
Directors per equidae or equitation
rider, per class, per year for points to
count toward year end awards.

Points will count forward
from one day following the POSTMARK DATE
of the nomination or from the spring
kick off date.
-
Points will be given in
approved classes (see Approved Class
List) providing three shows in the
circuit hold the class. To be eligible
for annual awards, an equidae or
equitation rider must have placed in at
least three shows. The point given for
being entered but not placing does not
count as a qualifying point, Refer to
the Point System page in the PEHSC Show
Book for details on points given.

Junior Exhibitors are
defined as those exhibitors who have not
reached their 18th birthday
by December 1 of the current year.
-
If the Point Recorder
does not timely receive the completed
Point Record form, the Circuit shall not
be held responsible for incomplete point
recording. Deadline for the completed
Point Record forms to be in the hands of
the Point Recorder is to be determined
by the Executive Board and published on
the Point Record form.

Rule or class changes should
be submitted in writing to the secretary at
least 14 days prior to the annual rule and
class change meeting. Notification can then
be made to all directors before the meeting.
Failure could result in tabling the vote
until the next meeting.
-
Any rules not covered by the
Pony Express Horse Show Circuit rules shall
be governed by the USEF rules, or the
appropriate breed association rules.
-
The Pony Express Horse Show
Circuit assumes no responsibility in case of
loss or damage to persons, horses, or
personal property from any cause. Only upon
these conditions will entries be received at
member shows.
Shows to be affiliated with
the Pony Express Horse Show Circuit must
provide a certificate of insurance at the
time of application for membership.

Any Member Show that violates
Pony Express Horse Show Circuit Rules or
Standards will be denied affiliation to Pony
Express Horse Show Circuit, subject to
review by the Standards and Ethics
committee. Including but not limited to:
-
KEEP SHOW GROUNDS AND
ARENA area free of Equipment. Barricade
Access to Dangerous Machinery, i.e
tractors, discs, harrows, tillers, extra
jumps, anything that might pose a hazard
to people or equine.
-
MOW the grassy areas you
expect the exhibitors to occupy.
-
CLEAR AND CLEAN all old
manure piles in the arena. This does not
mean manure accumulated during the show.
This refers to the build up of old
manure left to pile up and rot from days
or weeks before.
-
CLASSES THAT ARE ADDED OR
TITLE CHANGED the day of the show will
NOT be Point class.
-
DO NOT begin breaking
down the show while your last class is
still in the arena thereby creating a
disturbance to the horses being
exhibited.
-
RIBBONS AND TROPHIES must
not be recycled from previous use.
-
There will be a $35.00 charge
for all returned checks. Until the returned
check is made good and the additional $35.00
paid, points will not be counted.
